OXID eFire for Paypal

Hi,

I have developed my shop and installed paypal module which is available in OXID exchange, now it requires OXID eFire.

So, i would like to know that what is OXID eFire and from where i can get that exactly..?
Is there any instruction about this available anywhere.
Also, will it be possible to use that in Local..? I require this because without testing of paypal i can't make my site live..
