create new select box as country from User registration form

Hello there,

i am making a new form and i need a new select box with some "dog races" as the one with "countries" from tpl/form/fieldset/user_billing.tpl

i made the table in DB with all the dog races that i want. the questions is ... how can i make the function who shows them in one select box ? as it is made with the countries select box from User profile form.
